Tubman Family Alliance emergency shelters
Emergency shelter services for women and children

Women emerging from an abusive situation may seek a crisis shelter as a safe place for themselves and their children to stay. But the needs of women at this point in their transition to violence-free living involve more than the basics of food and safe housing. Those who have recently been abused need a broad range of support and advocacy as they begin the healing process and make critical decisions about their future.

Tubman Family Alliance operates three licensed emergency shelters: the Anne Pierce Rogers Home in Saint Paul Park (opened in 1994), the Stan and Doris Hill Home (opened in 1992) recently relocated to Lake Elmo, and Harriet Tubman Women's Shelter in Minneapolis (opened in 1976). These homes offer a full range of services to women fleeing family violence, including:

  • 24-hour telephone and on-site crisis advocacy and support
  • Shelter for up to 128 women and children
  • Licensed kitchen facilities
  • 24-hour crisis management
  • Individualized case management
  • Shelter for males up to age 18
  • Support in creating a safety plan and setting goals
  • Assistance in retrieving and storing personal belongings
  • Parenting, healing, goal-setting, informational, and other support groups
  • Assistance finding transportation
  • Faith-based and spirituality support

Services are provided by trained family advocates and volunteer medical and mental health professionals, representatives from related agencies (e.g. chemical dependency and mental health counselors), licensed cooks, and custodial staff members. Trained professional volunteers also serve and support clients.

Shelter FAQ

My sister is coming to town for a visit.
Can she see me at the shelter?

No. Personal visitors are not allowed on the shelter grounds. If you want to visit with someone in person, you must do it off the shelter's grounds. However, a friend or family member may prearrange to pick you up at the shelter.

I'm already working with a social worker.
Can I still work with them while I stay at the shelter?

Yes. Social workers are allowed to meet with you at the shelter. Women wishing to meet with their social worker or other helping professional at the shelter must fill out a release of information form.

Will you hold space for me at the shelter?
No. The shelter operates on a first come, first served basis. Tubman will temporarily reserve space, however, for women who cannot come in right away if they are at school or work, for example, but only for a few hours.

Will Tubman be able to help me if I am homeless?
Unfortunately, Tubman can only help those who are victims of domestic abuse. In other cases, advocates will refer you to another appropriate organization.

Success story
Debra is a 24-year-old mother of two. Her ex-boyfriend was sleeping with someone else. Whenever she brought up the subject, he would get angry. After spending a short time in jail, “the emotional abuse was constant,” she said. At the end of the week, he tried to suffocate her. Deb left her house with her two kids and “backpacked it.”

She stayed wherever she could. Before long, she left her kids with her sister and checked herself into rehab to fight a meth addiction. It wasn't until the end of her stay at the treatment facility, when it was becoming apparent that she was not going to be able to find housing, that she called Tubman. “I needed a place where I could be with my kids.”

Today things are getting better for Debra. She's getting closer to finding her own place. “The advocates have really worked with me,” she said. “Going to the shelter is probably the best decision I ever made.”
